The project consists of four outputs: 1) Strengthen cooperation between public agencies and business associations and institutions to promote innovation; 2) Establish new and improved services for product and process innovations in the market; 3) Improve cooperation between enterprises towards integration into national and international supply chains; 4) Develop innovative financial services for the formal and informal sectors. This assignment contributes to outputs 2 and 3. The lead agency is the Ministry of Trade and Industry (MTI). MTI is mandated with industrial (Munufacturing-based) development and international trade relations. It develops national economic policies and strategies and carries out active business promotion via a set of agencies (see below). ([8]http://www.mti.gov.eg/). Scope of the Assignment: The overall objective of this assignment is to implement essential parts of outputs 2 and 3. The objective of the contract is the improvement and modernisation of technology capacities within involved industries and service providers required for the innovation/modernisation process. The contractor provides a deep dive into modern and future-oriented technologies for selected manufacturing industries. At the same time, the contractor needs to strengthen the current financial and managerial capacities of the involved industries and service providers. The contractor will supply 3 main work packages which are tightly connected and intertwined. In the context of the project and the programme environment (Private Sector Development) will focus on the industrial/manufacturing sector, which is supposed to provide employment opportunities (the perspective of international support, e.g.: BMZ) and is of growing interest of the national and international business world participating in the growing national market and Eygpt integration into global/regional supply chain (the business perspective). The assignment will focus on selected manufacturing industries (sub-sectors). Support to these industries is not expected to be rolled out simultaneously but rather iteratively. For instance, the first industry likely to be addressed is food processing (as an entry point to the private sector and the assignment), to be expanded to chemical processing and mechanical and plant engineering (see section 1 of the TOR for background information on these sectors in Egypt). Work package 1: Assessment of capacities and services of selected Technology (Transfer) Centers Work package 1 begins with a deep assessment of existing capacities and quality of services of selected Egyptian technology (transfer) centers providing technology-related services to the manufacturing industries to promote innovations and modernisations. The contractor will assess services and capacities of a short-list (provided by the GIZ team) of around 10-15 service providers (Technology Centers) relevant for the selected manufacturing industries (food, chemical, engineering). Based on these assessments, the contractor will prepare a short list of 10 practical aspects to be improved for each of the three subsectors and develop training concepts that cover the identified aspects. Work package 2: Technology Transfer in action Work package 2 provides active and practical support in technology transfer reaching out to the involved industries. Target groups are twofold and include staff from companies as well as service providers. Based on the results from WP 1, the contractor will develop tailor-made training courses for both target groups, respectively in the three subsectors (food, chemicals, engineering). In a first round of trainings, the contractor will conduct training to at least 9 service providers (3 by sub-sector) to act as multipliers (train the trainer) for technology transfer services in Egypt. The contractor will conduct trainings for 300 employees from the three subsectors. The contractor - with assistance from the GIZ team - will implement partnerships with the suitable services providers to support in the implementation of the activity. Other activities include the preparation of agendas for study trips as part of the training and the set-up of a follow-up system for tracing the adaptations of recommendations. Work package 3: Recommendations for future action Work package 3 elaborates recommendations for the public domain. It develops practical suggestions and concepts about structural change and capacity development of technology transfer and modernisation in the Egyptian manufacturing industries. Recommendations will be evidence-based on results of work packages 1 and 2 and are directed towards MTI and the other involved industry promotion agencies. However, suggestions are not bound to public entities and could include universities and industry owned concepts. In addition, suggestions are required to promote the role of women in the modernisation of the manufacturing industries.
