   II.1.4)Kurze Beschreibung:
   Encompassing almost 130 000 hectares, Wilpattu National Park is the
   country's largest and oldest national park. Located in the Northwest,
   was at the frontline of the Civil War for many years. After demining
   operations the park was reopened to visitors in 2010. Wilpattu National
   Park enjoys high biodiversity value, unspoilt coastline to the west,
   Protected Forest to the north and Sanctuaries to the north and south.
   The park and adjacent protected areas also enjoy the status of a Ramsar
   site due to its unique villu and wetland ecosystems.
   People around the national park depend largely on the available natural
   resources and are generally engaged in subsistence agriculture.
   Employment opportunities are still insufficient in the region. Illegal
   fishing practices, encroachment, and poaching lead to high pressure on
   the park"s natural resources. Decreasing migration corridors for
   wildlife cause more encounters between humans and elephants which
   regularly result in loss of crop or life.

   II.2.4)Beschreibung der Beschaffung:
   Situated at the northern border of the historical 'cultural triangle'
   formed between the cities of Anuradhapura, Polonnaruwa and Kandy,
   Wilpattu National Park has huge potential to become a centre for
   eco-sensitive tourism. Wilpattu National Park can also be managed with
   a compatible combination of biodiversity conservation and economic
   development. At the same time due to its role during the civil war, it
   can be promoted as a public symbol of reconciliation by bringing people
   together for its protection.
   The German Federal Ministry for Economic Cooperation and Development
   (BMZ) has commissioned GIZ to implement the project Management of
   Wilpattu National Park and its influence zones in Sri Lanka.
   The project's lead executing agency is the Ministry of National
   Policies and Economic Affairs (MNP&EA). The implementation partner at a
   technical level is the Ministry of Tourism and Wildlife (MSDW),
   although executive responsibility will rest with the Department of
   Wildlife Conservation (DWC).
   The project aims to gear the management of the Wilpattu protected area
   complex by governmental and non-governmental actors more strongly to
   the development needs of the local population in the national park's
   zones of influence.
   The preceding project Supporting Wilpattu National Park and Influence
   Zone Management in Sri Lanka formulated a comprehensive and
   participatory management plan that takes adequate account of the local
   population's needs. This plan provides a set of guidelines for the
   region's development and for the sustainable conservation of marine and
   terrestrial biodiversity in the protected area and its influence zones.
   Consultation processes across the national park's entire influence zone
   along with emergency measures, such as the installation of water
   processing plants, have succeeded in strengthening the locals'
   confidence in the project's activities.
   Building on the results of the previous project the follow-on project
   seeks to achieve four key outputs:
   1) Improved management of Wilpattu National Park;
   2) Improved enabling conditions for more sustainable use of marine
   resources;
   3) Better access to resource-friendly income generation for the local
   population;
   4) Improved use of the national park as a communication tool for
   raising environmental awareness and promoting peaceful coexistence.
   GIZ is tendering parts of the project implementation.
   The contractor will be responsible for achieving two of the four
   outputs (3 + 4), complying with the associated indicators, fulfilling
   the associated module objective indicators, and implementing the
   activities described in the Terms of Reference. In addition, the tasks
   to be performed (by the contractor) also include processing linkages to
   the other outputs. The contractor shall be closely involved in
   activities of Output 1 and 2 by providing expertise and advice in order
   to ensure a coherent project implementation.
   The contractor is expected to provide one seconded international
   long-term expert (up to 34,5 expert months) and two national long-term
   experts (up to 34,5 expert months each) for the implementation.
   International short-term (up to 12 expert months) and national
   short-term experts (up to 36 expert months) will also be required.
   The main qualifications and competencies required from the contractor
   are:
    regional experience: Sri Lanka and/or countries in Asia with similar
   socio-economic conditions the region,
    extensive expertise in natural resource management, rural
   development, communication, biodiversity conservation, protected area
   management and conflict transformation,
    vast experience in managing protected areas and their peripheral
   zones,
    good command of English, Singhalese and Tamil (not necessarily
   everyone in the consulting team).

   deadline for the submission of bids, specified in the tender notice;

   4) more than 15 calendar days have expired since receipt of
   notification from the contracting authority that it is unwilling to

   Sentence 1 does not apply in the case of an application to determine
