   The South African National Department of Public Works (DPW) is
   responsible for a portfolio of over 90 000 state-owned buildings,
   including:
    government buildings,
    correctional services facilities,
    police stations,
    military and defence facilities and a number of residential
   properties.
   As the States property management entity, DPW has a key role to play
   in supporting the implementation of the countrys developmental
   objectives, namely job creation and poverty alleviation, alongside its
   climate change commitments.
   As resource efficiency programmes, e.g. energy, water and waste, are
   identified, implemented and scaled-up, with the aim of reducing
   greenhouse gas emissions, reducing costs and sustaining scarce natural
   resources, there is a need to ensure that the required and relevant
   processes and resources are in place across national and regional
   structures.

   II.2.4)Beschreibung der Beschaffung:
   As resource efficiency programmes, e.g. energy, water and waste, are
   identified, implemented and scaled-up, with the aim of reducing
   greenhouse gas emissions, reducing costs and sustaining scarce natural
   resources, there is a need to ensure that the required and relevant
   processes and resources are in place across national and regional
   structures.
   A programme of technical assistance has been initiated to establish
   utility management systems and processes for the effective management
   of key utilities and the implementation of existing and new resource
   efficiency projects. This climate support programme will include
   extensive capacity development, training and mentorship for DPW
   personnel.
   For this support, GIZ seeks a Firm of Consultants with specialised
   expertise in the area of utility management (e.g. provision of
   short-term-experts, training/workshops).
   This programme of technical assistance to support DPW has been
   developed under the third phase of the Climate Support Programme (CSP3)
   with the Department of Environmental Affairs (DEA), which includes
   support for the implementation of Near Term Priority Climate Change
   Flagships across key sectors, including energy efficiency.

   According to Article 160, Section 3 of the German Act Against
   Restraints of Competition, application for re-examination is not
   permissible insofar as:
   1) the applicant has identified the claimed infringement of the
   contract award regulations before submitting the application for
   re-examination and has not submitted a complaint to the commissioning
   party within a period of 10 calendar days; the expiry of the period
   pursuant to Article 134, Section 2 remains unaffected;
   2)complaints of infringements of contract award regulations that are
   evident in the notice are not submitted to the commissioning party at
   the latest by the expiry of the deadline for the application specified
   in the notice or by the deadline for the submission of bids;
   3) complaints of infringements 5 /5 of contract award regulations that
   first become evident in the tender documents are not submitted to the
   commissioning party at the latest by the expiry of the deadline for
   application or for the submission of bids;
   4) more than 15 calendar days have elapsed after receipt of the
   notification from the commissioning party that it is unwilling to
   redress the complaint.
   Sentence 1 does not apply in the case of an application to determine
   the invalidity of the contract in accordance with Article 135, Section
   1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
